Town Hall is an underground area in Trevor 2. Its entrance is cloaked and only appears if the player has the plasma photon device in their inventory.
Once inside, the player can talk to the mayor who will give them keys to unlock the storage cabinets (once they've been initially inspected). The right cabinet contains the hatchet which is required to reach Polyquine's Lair.
