Cloud Haven

Cloud Haven is a region of Terris appearing in Trevor 3. It is a floating city primarily inhabited by raccoons.

While its location is likely not stationary, it appears above North Island during the events of Trevor 3. It can be reached from a teleporter located just west of the Puffa-Poo Village.
