The Hydro Board is a required item in Trevor 3. It allows the player to freely traverse bodies of water. However, the player must enter and exit the water using a dock.
In Trevor 3, the player has the option of acquiring the Hydro Board from Gamblin' Sam for free or purchasing it from the shop in Shrew City for 10,000 ruples.
Bugs/Issues
Theoretically, the player can purchase the board during their first visit to Shrew City, circumvent completing the ground dungeon (a required event for Girdius to rebuild the bridge), and use the board to reach Otterville and subsequent areas early.
