The Golden Crescent is an optional, quest item appearing in Trevor 3. It is a sacred artifact stolen by Shadow from the residents of Shrew City.
The Shrew Time Keeper will request that the player retrieves the Golden Crescent from Shadow's "ship which traverses the sky."
Upon the player returning the Golden Crescent to the Shrew Time Keeper, he will bestow on them "the power of speed" allowing the player to walk faster.
