Exar is a legendary character mentioned in Trevor 3. His story is told to the player by Flint in Cloud Haven.
Long ago during a battle between the raccoons and King Edmundson II's army, he used a devastating spell that wiped out the majority of the king's army. Feeling extremely guilty, Exar used his magic to create Cloud Haven exiling himself and fellow raccoons from the surface.
